I used to do this quest with my elonian characters that are low level and need sunspear points, I tried today with my new paragon and I didnt get the blessings to get the sunspear points on my low leveled character. Did it get changed so only people with the quest can get the blessing now?

First of all, according to wiki, Elonian characters can't get that quest. Second, if you are doing it somehow and I don't know about it, please feel free to share it here. But that quest only gives the bounties until you hit Sunspear Commander. Are you sure your character hasn't hit that mark yet?

I have 2 accounts on 2 computers, I bring the other account's tyrian born mesmer over to elona, get the quest, party my elonian character and it used to give both my characters the blessings, but now it just gives it to my tyrian character.

Alright, that explains how he's getting in the area. Reread my post and check to see if you're character has hit R6 Sunspear. If he has, he won't get the blessings any more.
